The Enugu State Government has launched a Continuous Survey Revalidation and Digitisation Exercise to modernise land administration and create a fully digital, transparent and verifiable system for managing survey records across the state.
The initiative forms part of the ongoing Survey Records Digitisation Programme and aligns with Governor Peter Mbah’s broader digital transformation agenda aimed at improving governance and public service delivery.
In a statement signed by the Secretary to the State Government, Prof. Chidiebere Onyia, the government said the exercise is designed to verify, digitally capture and geographically map land records, while safeguarding property rights and reducing disputes caused by missing, defective or outdated survey documents.
According to the government, the programme will establish a reliable digital land administration framework that enhances transparency, protects genuine landowners and boosts public confidence in land management.
To ensure a successful exercise, all landowners, estate developers, registered surveyors and property owners have been directed to present their Survey Plans, Layout Approvals and other relevant land documents for verification and revalidation.
Participants will also undergo digital identity creation and geospatial mapping, after which Digital Land Identity Cards will be issued.
To make the process more accessible, the government has designated six revalidation centres across the state. These include the Office of the Surveyor General at 5/27 Colliery Avenue, GRA, Enugu; the Enugu State Housing Development Corporation (ESHDC) Headquarters at 21 Kingsway Road, GRA, Enugu; the Enugu Geographic Information System (ENGIS) Headquarters at 4 Chisimdi Ukpata Close, Ebeano Estate, Enugu; the Enugu State Ministry of Housing at the State Secretariat, Enugu; the Nsukka Local Government Secretariat; and the Enugu East Local Government Secretariat at Nkwo Nike.
The state government urged all affected landowners to visit any of the designated centres and complete the revalidation process without delay, stressing that widespread participation is crucial to the success of the exercise and the protection of legitimate property interests.
Officials noted that the digitisation programme will strengthen the integrity of Enugu’s land administration system by ensuring survey records are accurately verified, securely stored, geographically mapped and easily accessible, while significantly reducing the risks associated with lost, defective or disputed land records.
