Enugu Agency Threatens N50m Fine Over Illegal Political Posters

The Enugu State Structures for Signage and Advertisement Agency (ENSSAA) has renewed its warning against the unauthorised pasting and display of posters across the state, saying offenders could face fines of up to N50 million.

The agency’s General Manager, Francis Aninwike, stated this in a notice issued on Wednesday, stressing that the restriction covers political posters carrying the names, photographs, logos, slogans or messages of parties, candidates and aspirants.

The warning comes ahead of the September 26, 2026 local government elections in Enugu State and the 2027 general elections, a period expected to witness increased political campaigns and publicity.

ENSSAA said the prohibition is backed by the Enugu State Structures for Signage and Advertisement Agency Law No. 12 of 2016, which empowers the agency to regulate outdoor advertising and control the placement of posters and other promotional materials.

Under the directive, political parties, aspirants, candidates, campaign groups and their supporters are barred from attaching posters to walls, buildings, fences, bridges, electricity poles, public infrastructure and other public or private surfaces without the required approval.

The agency explained that the measure was intended to curb the indiscriminate defacement of properties and protect the appearance and environmental quality of communities throughout the state.

ENSSAA also extended the warning to printers, cautioning them against producing or assisting with the distribution of posters meant for illegal display.

According to the agency, printers whose materials are linked to unauthorised poster activities could be investigated and sanctioned if their involvement in the violation is established.

The agency said violators would be subjected to the financial penalties and other sanctions provided under the relevant law.

Rather than using unauthorised posters, political actors were advised to campaign through radio, television, newspapers, digital platforms and officially approved billboards.

ENSSAA maintained that the restriction would be enforced without discrimination, regardless of a person’s political party, position or status.

It therefore urged all political parties, candidates, aspirants, campaign organisations and members of the public to comply with the directive, stressing that the ban remains in effect across Enugu State.
