The Nigeria Police Force is preparing a major security plan ahead of the 2027 general elections, with senior police officers expected to meet in Owerri, Imo State, to discuss how the country can achieve a safer and more peaceful electoral process. The planned meeting is the sixth edition of the Conference and Retreat for Senior Police Officers and is scheduled to take place from September 21 to 23, 2026. According to information released by the Nigeria Police Force and reports on the event, the conference will focus on developing a clear police roadmap for managing security before, during and after the 2027 elections.
The theme of the conference is “Developing a Nigeria Police Roadmap for Effective Management of Security During Elections.” The choice of the theme comes at an important time because elections in Nigeria often come with security concerns, including political violence, intimidation, clashes between supporters, destruction of electoral materials and misinformation. The police therefore want to begin preparations early rather than wait until the election period before responding to threats. The planned retreat will bring senior police commanders, security experts, policymakers and other stakeholders together to examine possible challenges and develop practical strategies for protecting voters, electoral officials, candidates, election materials and members of the public.
The Nigeria Police Force has already started working with the Independent National Electoral Commission on election security. In May 2026, Inspector-General of Police Olatunji Disu received the INEC Chairman, Professor Joash Amupitan, and their discussions focused on creating a security structure for upcoming elections, including the 2027 general elections. The police said they were working on intelligence mapping to identify areas that could experience political violence, cult activities and intimidation. Plans also include securing the movement of electoral materials and personnel, improving communication with other security agencies and fighting misinformation that could create fear or tension among citizens.
Another major issue expected to receive attention is the training and professionalism of police officers who will be deployed for election duties. The police leadership has stated that officers assigned to election duties must understand the rules of engagement and respect the rights of citizens. This is important because security personnel have a major responsibility during elections. They must protect voters and electoral workers while also remaining professional and impartial. The Nigeria Police Force has also said that officers who violate their responsibilities or engage in conduct capable of damaging the credibility of an election will face disciplinary action under the law.
Technology is also expected to play an important role in the new election security strategy. According to the report on the planned retreat, discussions will include intelligence-led policing, digital technology, artificial intelligence and modern approaches to policing. These tools could help security agencies identify possible threats earlier, improve communication and respond more quickly to incidents. However, technology alone cannot guarantee peaceful elections. It must be supported by properly trained officers, accurate intelligence, strong coordination and respect for the rights of citizens. The police leadership has repeatedly encouraged its senior officers to adopt proactive and intelligence-driven approaches to security challenges across the country.
The police are also expected to strengthen cooperation with other security agencies and stakeholders. Elections involve more than the police, as different government institutions and security organisations have responsibilities that must work together. Effective coordination can help prevent confusion, reduce delays during emergencies and ensure that security information reaches the right authorities quickly. The police have already demonstrated this approach during recent elections. For example, during the 2026 Ekiti State governorship election, the Nigeria Police Force said it deployed security personnel across all 2,545 polling units, as well as important routes and other strategic locations. The Force also emphasised professional conduct, peaceful voting and respect for the law.
The planned conference is being organised in conjunction with Lenders Consult International, which has been involved in supporting the senior officers’ conference over the years. According to reports, the organisation has worked with the police to secure sponsorship for previous editions and has described the conference as an opportunity to support the work of the Nigeria Police Force. Imo State Governor Hope Uzodimma is also expected to host the event in Owerri, with the state having hosted the conference previously. The involvement of private organisations, government authorities and security professionals shows the importance of cooperation in preparing for a national election involving millions of voters.
The 2027 elections will be an important moment for Nigeria, and security will remain one of the major issues that can influence public confidence in the electoral process. Nigerians want to be able to go to polling units without fear, vote freely and return home safely. Candidates and political parties also need an environment where they can campaign without violence or intimidation. At the same time, electoral officials need protection to carry out their responsibilities and election materials must be moved safely to and from polling locations. The police therefore have an important responsibility to ensure that security measures protect democracy rather than create fear among citizens.
The upcoming senior officers’ retreat is therefore more than just another meeting of police commanders. It is expected to provide an opportunity for the Nigeria Police Force to review previous election experiences, identify possible threats and create a practical security plan for 2027. If the strategies discussed at the conference are properly implemented, they could help improve preparedness and reduce election-related violence. However, successful election security will require cooperation from political parties, candidates, supporters, security agencies, election officials, the media and ordinary citizens. The police have already said that they are committed to providing a safe environment for Nigerians to exercise their constitutional rights.
As Nigeria moves closer to the 2027 general elections, early preparation will be essential. Security plans must not only focus on Election Day but also cover the period before and after voting, when political tensions can sometimes increase. Intelligence gathering, community engagement, professional policing, protection of vulnerable voters, rapid response and accurate public communication will all be important. Nigerians will also expect security personnel to remain neutral and to treat all citizens equally, regardless of political party or status. The September 2026 conference in Owerri will therefore be closely watched as the Nigeria Police Force works toward unveiling a comprehensive roadmap for election security. The success of the plan will ultimately depend on how well the decisions made at the retreat are converted into action across the country.
