NASS Caucus, Ken Nnamani Congratulate Mbah as Enugu Tops Nigeria's Fastest-Improving States Ranking

By Isaac Mission

Former Senate President, Senator Ken Nnamani, and members of the Enugu State Caucus in the National Assembly have congratulated Governor Peter Mbah following Enugu State's emergence as Nigeria's fastest-improving state in the 2026 Phillips Consulting State Performance Momentum Index.

In separate statements, they described the recognition as a reflection of the governor's reforms and development efforts since assuming office in May 2023.

Nnamani said the ranking did not come as a surprise to residents of the state, noting that Enugu had recorded remarkable progress across key sectors, including security, healthcare, education, agriculture, transportation, tourism and infrastructure.

According to him, the state's transformation over the past three years has positioned it as a model of good governance and effective leadership at the subnational level.

He further stated that the report validates the widespread support Governor Mbah has received across the state's three senatorial districts, adding that his administration's achievements provide a strong basis for continued public confidence.

The Enugu State Caucus of the National Assembly also praised the governor, saying the latest ranking reflects the scale of development and reforms taking place across the state.

The lawmakers noted that Enugu had regained its position as an attractive destination for business, investment, tourism and quality living through sustained investments in socioeconomic infrastructure and sound governance.

They added that the report indicates the state's long-term economic vision, including its target of growing the economy from $4.4 billion to $30 billion, remains on track.

The caucus pledged continued legislative support to ensure the administration sustains its development momentum.

Enugu recently emerged as the highest-performing state on the 2026 Phillips Consulting Momentum Index, which measures the rate at which states improve relative to the national average.

The state recorded a score of +1.55 on the index, placing first among the 33 states assessed. Jigawa ranked second with +0.77, followed by Abia (+0.67), Osun (+0.65) and Kano (+0.46).

The report evaluated states using indicators such as citizen satisfaction, internally generated revenue relative to federal allocations, debt sustainability, revenue growth and fiscal transparency.

According to the report, Enugu's top ranking reflects disciplined governance, prudent fiscal management and consistent implementation of reforms. It also highlighted the state's progress in governance effectiveness, institutional reforms and policy execution, describing the achievements as evidence that purposeful leadership can deliver measurable development outcomes within a relatively short period.
